Should the Electoral Commission have its own rules?

The Electoral Commission’s powers should be spelt out in more detail. In particular, its disciplinary, conflict resolution, and overseeing procedures must be provided in detail.

If they are too detailed to be included in the rules regarding the first election, then they should be provided separately.
