LHAMO, YOUR RESPONSE TO GM IS WRONG.
SECTION 6.9 CLEARLY STATED THE MPS’ OTHER OBLIGATIONS EXCEPT THE DRAFTING OF THE CONSTITUTION.
THE ISSUE IS: WHY ARE THE OTHER OBLIGATIONS CLEARLY STATED BUT NOT THE OBLIGATION TO DRAFT A CONSTITUTION?
DRAFTS 1.0 AND 2.0 CLEARLY STATED THE ABOVE. THEY ARE IN BLACK AND WHITE. JUST READ THEM.
CONTRARY TO WHAT YOU SAID, THE HKPEOC HAS INDEED CLEARLY IMPOSED ON ALL ELECTED MPS OBLIGATIONS BUT NOT THE OBLIGATION TO DRAFT A CONSTITUTION.
THE QUESTION IS WHY?
TO BE FAIR, EITHER ALL OBLIGATIONS SHOULD BE LISTED OR NONE SHOULD BE LISTED.
