It is vital that internationally recognized figures agree to be EC members.
They must act as referees in an election rehearsal. They must be shown to be present and be given the blockchain codes for safekeeping. Elmer and the other three EOC members must use their own passports for the process.
The blockchain codes must be revealed at a later set date. Everyone is invited to break the codes before that date.
All suspicions are then dispelled. All further suspicions are then shown to be unreasonable.
