        For additional clarification, since no act or legislation exists pertaining to the initial election, the term “regulations” must not be used, in keeping with the practices of parliamentary systems under the British common law jurisdictions.

        A commission without the auspices of a democratically elected parliament, albeit out of political necessity, may only set out rules and not regulations. Regulations, being subordinate legislations to “Acts” of a parliament, are Ultra Vires a commission.

        Therefore, I propose the correct name for these guidelines as: The Hong Kong Parliamentary Initial Election Rules.
