  Without connecting to the internet, all original voters’ information will be converted into a blockchain. A blockchain is a code that cannot be hacked. All original voters’ information will then be removed.
  
  Then connect the internet back. All the information about who you voted for will be sent with the blockchain by VPN.
  
  This is double protection. Even if the CCP could hack the VPN, it cannot hack the blockchain.

  I think you’ll at least need a phone that supports NFC if you want to use the passport’s chip (the easiest route).
