THE ISSUE IS: WHY ARE THE OTHER OBLIGATIONS CLEARLY STATED BUT NOT THE OBLIGATION TO DRAFT A CONSTITUTION?

CONTRARY TO WHAT YOU SAID, THE HKPEOC HAS INDEED CLEARLY IMPOSED ON ALL ELECTED MPS OBLIGATIONS BUT NOT THE OBLIGATION TO DRAFT A CONSTITUTION.
