Tsang Wai Fan, retired Assistant Professor

Dr. Tsang received his B.Sc. and PhD education in the UK and has lived and worked in the UK and US. Before returning to HK in 1994, he worked for the Ministry of Defence, UK (attached with the Royal Navy) as a Higher Scientific Officer.  He joined the HK PolyU (after returning to HK in Nov 1994) in 1995 and was appointed as an Assistant Professor. His exposures to the UK and US culture as well as his believe in education and democracy goes beyond cultural and national bounds which can hopefully help him taking up the appointment as a MHKP.

Track record as a fighter for principle

Dr. Tsang describes his ‘political’ struggle went as far back as 1994 after returning to HK 3 years before the return of HK to PRC. He has made a stance as a show of defiance and not kowtowing to  the imminent change of regime by keeping his membership of the HK Prince of Wales Barrack8 香港天馬艦英軍總部 Officers Mess right up to the last minutes of the HK Handover on 1st July 1997 (something that was considered as politically incorrect at the time and even more so now).

Obviously, by taking that stance quite openly, it won’t help his academic career or  life  within HK at large and  the PolyU in particular. In fact, he was considered ‘lucky’ to be able to survive his 20 years service to the PolyU (and HK for that matter all because he stand firm on principle and fight in adversity) when he came back to UK for good in 2015.

Track record of engagement in public service

During the SARS in 2003, he was deeply involved in the advocate of the use of Infrared thermal temperature scanning device for human body temperature scanning and screening (something that was and still is found and used in most border check points especially airports around the world). That was what he threw himself behind the notion of public service to HK by curtailing the unnecessary fear amongst HKongers as the advocated technology allows the effective screening out of people with fever whether an infected person of SARS or not.  This allowed HK to turn around so quickly and avoided a complete lockdown unlike the recent COVID pandemic. 

His other public service  to HK to name a few was his involvement in a PolyU team in investigating the incident in which a component fell from a rolling stock of KCR trains whilst running on a track. He has (together with a team of colleagues) developed a cluster of 7 cameras all wired up and connected to a computer to monitor visually and digitally the deflection profiles of a railway track when run over by trains.

So one can see from his profile here that he does possess some technical skills (often considered inspirational or even as ground breaking approaches) and is able to put that into public service of people.

Track record as an out-spoken public intellectual

He also spoke out in cantonese-speaking radio phone-in programmes of current affairs on RHTK and HK Commercial Radio (from the stand-point as a public intellectual). He was one of a handful contributors to the English speaking current affairs phone-in programme on D100 i.e.  the English version of ‘Storms in a Tea Cup 風波裏的茶杯’, albeit there were only 2 episodes as English speaking contributors are hard to come by. I publicly supported the Occupy Central Movement (advocated by Benny Tai before it even started and only in the making) in these radio programmes.

Track record in public service as a founding member of HKPEOC

His latest act (which might very well connects him to this first ever HKP election) as he was the Chairman of the committee of HKPEOC right from the start (until he resigned in January 2025 to sever his formal tie to HKPEOC). tasked in the design, specification and development (albeit the actual coding and software development was done by a third party company) of the e-voting App used in this election.  The resignation is required in order for him to be able to participate in standing/running as a candidate in this election. The e-voting App is completely free from human interference in its flow of operations once the version is audited and released for voting. There are no back doors in the coding by design.

Track record in Fighting for freedom in frontline street-level struggles

He was right on the frontline demonstrating peacefully (or  in colloquial Cantonese 和理非 style often within 2 meters from the police barricades especially during the stand-off and clashes) in the umbrella revolution on 28th September 2014 (from mid- day to midnight).

He was amongst the crowd holding umbrellas facing the barrage of pepper sprays by the police and this scene was captured in many shots reported by most local and international news media.

He was involved in initiating and organising an online e-petition during October 2014 to withdraw a honorary title PolyU conferred on the then Chief Executive C.Y. Leung. He had gathered over 7000 PolyU Alumni all over the world to sign up for the petition within 2 to 3 weeks.

Generic Personal Qualities

He thinks and tackles matters/problems in hand using scientific and conceptual frameworks as well as putting them in the appropriate international and global context. A skill that might be considered as something important, pivotal and useful for one to take on the role as a MHKP and to exercise/discharge that .

He speaks and writes English  fluently/naturally and often gives public speeches in English (albeit mostly in academic context). He could be a useful bridge to the English speaking expatriates, Ex-UK military personnels served in HK in the past (and they are and should in many ways be considered as HKongers).

曾偉藩博士在英國接受學士學位和博士學位教育, 及曾在英國和美國生活和工作。他于1994 年11月回到香港之前,在英國國防部(英國皇家海軍)工作。他于 1995 年加入香港理工大學,被聘為助理教授,一直至2015年。

他對英國和美國的文化有較深的了解,他對超越文化和國家界限的教育和自由民主的信念甚強,在國際和全球地域方面,能作较多切想及考虑。
