本週思考（Week 1）：正在籌備成立的香港議會按計劃將於本年年底前舉辦第一屆選舉，議席數目
以及具體的投票細節尚待公佈，是次選舉將會是香港政治制度走向真正民主化的重要里程碑。究
竟民主與選舉，兩者的意義何在？兩者之間又是怎樣的關係呢？

本週思考（Week 2）：民主與選舉，是人類為了追求美好的生活而孕育出來的理念，在實踐的過程
中，理念得以更新，所形成的制度趨向完善。不能不在海外籌備成立的香港議會，為未來的香港
建立議會民主制度，正需要流散世界各地眾多的香港人支持，共同努力，克服在其實踐過程中遇
到的困難，我們需要活躍的思想、熾熱的感情，以及積極的行動，提出解決困難的方法，並且在此
過程中凝聚香港人。你知不知道，你都可以為此付出你的力量！

本週思考（Week 3）：香港議會是2019年香港民主運動遭受中共鎮壓之後的產物，議會體現民主
以及與民主共生的選舉，香港目前仍在中共統治下，民主化是一項極其艱鉅的工作，過程漫長，
但是千里之行始於一步，不走這一步，何來第二步！成立是第一步，隨著中共解體，時局變化，香
港議會取代港共控制下的立法會，這是不是第二步？但是在成立議會的這第一步，當中有甚麼還
應該做呢？

本週思考（Week 4）：仍在籌備成立中的香港議會，延續了2019年香港民主運動遭受中共鎮壓之
後的抗爭，成立之後，其首要工作是奪回香港人在1972年被剝奪了的一人一票全民公投自決權利
，並在國際社會爭取代表香港發聲，在中共未來解體之後回到香港，取代港共控制的立法會，履
行有秩序光復香港的歷史任務。一人一票全民公投是基本，其他的，例如營救未審先囚和已囚的
香港民主運動人士，又例如香港未來是否獨立或往哪個方向走，那是不是後話呢？

本週思考（Week 5）：民主是個好東西：能夠幫助人類實現接近理想的群居生活方式：能夠容忍各
種不同的意見和價值觀念；訴諸說理，反對強權威逼；不斷自求改革、完善，以大多數人的利益為
依歸。此外，民主亦能培養出平等互讓，同舟共濟的手足情誼。此外，你想到還有甚麼呢？

本週思考（Week 6）：探討民主，必須同時認識何謂公民。公民不等同於人民，人民是泛指在一國
一地範圍內生活的人，公民指的是在民主國家內擁有民權（civil rights）和政治權利（political rights
）的人。國家又是甚麼呢？國家可以指的是所謂祖國，這是地域觀念；國家可以指的是民族，就稱
之為民族觀念吧；國家更可以指的是國家機器，特別是實行威權或專制統治的地方。你所期待的
香港，是哪一種型態呢？

本週思考（Week 7）：古今中外，統治者憑甚麼來統治人民呢？有崇尚槍桿子以武力來鎮服人民，
使之屈從接受；有貴族階級以神權來控制人民，使之認命；有君王以王權來操控人民，自為子民；
有以民主政治來維繫國家與人民（公民）之間的權利和義務的關係。香港民主運動遭受鎮壓之後，
籌備成立中的香港議會所致力追求的，當然是民主政治，而選民應該自覺善用自己手上的選票，
首先是重視這張選票，明白這是自己該擁有的權利，不能輕率放棄，這是阿媽係女人的道理，你
能為此想出更好的理由去鼓勵你的親友投票嗎？

本週思考（Week 8）：有人說，民主是你一言我一語，七嘴八舌，爭論不休，噪音不絕，帶來社會不
穩，所以民主是混亂的根源；亦有人說，獨裁專制雖然不民主，但卻是最實際，最有效率的辦事方
式。也有人說，人有高低賢愚之別，弱者順服於強者，由強者做主人，沒甚麼不好。眾說紛紜，對
此，你有何看法？未來的香港，以及成立後的香港議會，你會抱著怎樣的期望？

本週思考（Week 9）：民主與選舉之間有甚麼關係？選舉發揮了授權的作用，合法地賦予政府的管
治權（公權力）；選舉發揮了更換的作用，可以和平地依循制度去更換政府；選舉亦發揮了監督的
作用，政府官員為了避免不體面交出權力，必須向選民負責。為了實現上述議會的功能，必須透
過有志從政、議政者候選參與，同時得到選民的投票參與。你會參選嗎？即使未能參選，你也應
該投票選出你的代議人。是嗎？

本週思考（Week 10）：香港議會籌備委員會盡可能擴大選民與候選人的資格，這是選舉的公開性；
選民以及候選人參與，盡可能毋須經過多種程序的過濾，這是選舉的直接性。選民和候選人亦應
該清楚知道，候選人並不高於選民，彼此咁高咁低；清潔阿嬸和學者專家手上的選票，亦具有同等
份量，這是選舉的平等性。你認為第一屆香港議會選舉活動中除了上述的公開，平等和直接之外
，還有甚麼可以體現民主政治呢？

本週思考（Week 11）：選民通常根據甚麼標準去投票？理論上，投票行為是基於理性的選擇，但實
際上，西方發達國家的選民，他們的投票行為多屬理性以外的習性，例如候選人的政黨背景，往
往是西方國家選民的首要考慮，其次是候選人在選舉期間對重大議題的態度與立場，候選人本人
的形象與個人條件，也對選民的投票行為有很大的影響。在香港民主運動的艱辛路上，香港議會
即將舉行第一屆選舉，選民需不需要堅守理性的投票態度呢？

本週思考（Week 12）：有宗教信仰者，不論是基督教徒或佛教徒，都會嚮往天國或相當於天國的
這樣一個能夠暢所欲言、快樂無爭、眾生平等的國度。單只嚮往並不足夠，還要在現世努力爭取。
基督徒唸的「主禱文」中，那第三句和第四句這樣說：「願祢的旨意行在地上，如同行在天上」。如果你是有宗教信仰，會如何理解這兩句話呢？「行公義、好憐憫」，在現世實踐來自上帝或上天的感
召，以求在地上實現天國。用非宗教語言來說，沒有壓迫，自由、平等、博愛⋯⋯，這該屬普世價
值。即使沒有議政能力，也請有宗教信仰者都能參與香港議會投票，這也是在現世實踐你們的宗
教信仰。
