Usually, a preamble in a piece of legislation contains only a concise description of the legislation’s intent. Here, it is too long and involved.
Further, the contents of the clauses contain explanations, illustrations and examples. They are usually unwarranted in the clauses.
May I suggest that the bulk of these pieces of information be given in an Introduction to be followed by the Preamble and lastly by the provisions themselves.
There should be a clause stating that all three parts constitute the entire legislation or rule.
