As a legal document, the Rules must have a definition section immediately following the Preamble. It need not be named as a separate section, but should begin with: In these Hong Kong Parliamentary Initial Election Rules (hereinafter the “Rules“),
“Electoral Commission” means…
“Hong Kong Identity Card” means…
“Election Day” means…etc.
Key terms defined in alphabetical order help prevent ambiguity in their interpretation and possible future conflict.
Further, the full name of the document need not be referred to after the first mentioning.
