I share your concerns. Hopefully, they will be partially resolved when the term “ordinary residence” is defined.
I add that most of the terms in this draft are undefined. As it stands, this draft appears more like a legal research paper outline than a legal document. It doesn’t conform in form and content to any present rules or regulations.
I too am gravely concerned about how the committee handles the issue of proposals and suggestions.
It is a shame if Elmer’s immense efforts are jeopardized by incompetence or, at its worst, sabotage.
I sincerely wish that someone from the committee would respond to our concerns promptly, as promised.
