On closer examination, only the first paragraph of these rules properly qualifies for the preamble.
I thought that the format for a preamble could be relaxed to include different headings if it is contained in a set of rules and not a regulation but that still seems improper.
The remaining paragraphs of the preamble should be contained in different provisions or in an entirely different set of rules under the Electoral Commission.
