Q2. Why is the requirement of drafting the constitution, the most important task that Elmer and Victor referred to, not listed in draft 2.0 when the other requirements are listed?

Q3. Does the way that draft 2.0 is written lead to the inescapable conclusion that if there are only 35 candidates, then all of them will be elected?
