It is vitally important that the HKPEOC distinguishes between an Act, a Regulation, and Rules. They are fundamentally different under British common law. A Regulation could only come into force under the authorities of an Act. It cannot be a stand-alone piece of legislation.
The HKPEOC must begin everything correctly, ensuring that all documents of legal importance conform with the accepted practices of each advanced, democratic entity.
