I wish to point out the following:
In all British common law jurisdictions, regulations are made pursuant to the authorities of legislations passed by parliament, known as enabling legislations or acts.
However, in this instance, since HKP is not yet in existence, the commission must be charged with the duty of preparing the guidelines for the first election, out of necessity. Accordingly, without it being passed by the HKP, the guidelines cannot be called regulations. The most fitting term instead is rules and not regulations.
