Two clauses should be added:
1. A clause to specify the time and conditions whereby the Regulations (or correctly referred to as the Rules) cease to remain in force, i.e. would cease to apply. This date usually coincides with the coming into force of the replacement legislation, in this case the Election Regulation.

<p style="”text-align:" left;”>2. A clause to specify which version to prevail in case of a difference in interpretation and disputes occur. Should the Electoral Commission apply the English or the Chinese version in its dispute resolution process?</p>
